The proposed agreement would have cemented a two-tiered system of unfair wages and conditions resulting from Queensland`s acquisition of the Victorian Royal District Nursing Service in 2015. The new facility, Bolton Clarke, employs nurses in Victoria, Queensland and New South Wales. Last March, Bolton Clarke withdrew from negotiations for a new national agreement. Management then decided to vote on its proposed agreement, after the Fair Work Commission decided on 12 July to reject the ANMF `Vic Branch`s request for a purely Victoria agreement, called the scope of application. SAET may also reconcile or give instructions when parties are working to negotiate an agreement. Some enterprise agreements offer an alternative to the salaries and conditions set by the award. Others refer to certain attribution conditions and set other conditions. Under the Bolton Clarke proposal, former RDNS employees maintained their terms with a wage freeze until RSL agreement rates were higher. Community nurses rejected the unfair enterprise agreement proposed by their employer. The latest agreement proposed by Bolton Clarke offered an unfair two-tier structure, with different salaries and conditions for nurses who administer the same work. Former RDNS nurses have not received a pay increase since 2017. The RDNS agreement expired in July 2018.
Bolton Clarke withdrew from negotiations in March 2019 and put his two-stage agreement to a vote in July. It was overwhelmingly rejected by staff. Negotiations on Bolton Clarke`s businesses are expected to resume in mid-October.
